FM Analog Translator Can Rebroadcast FM Digital Multicast Programming – Opportunities for New Signals in Local Markets

In a recent decision, the FCC made clear that analog FM translators can rebroadcast the signal of a HD digital multicast channel from a commonly owned FM station.  For months, broadcasters have been introducing "new" FM stations to their communities via translators rebroadcasting HD-2 signals which are broadcast digitally on a primary FM station, and available only to those who have purchased HD radio receivers.  In the decision that was just released, the Commission's staff rejected an objection to the use of an FM translator taking a signal that can only be heard on a digital HD Radio and turning it into an analog signal capable of being received on any FM receiver.  In this case, the broadcaster rebroadcast his AM station on the FM HD station so that it could then be rebroadcast on the FM translator.  But, even if the HD multicast channel was a totally independent station that could otherwise only be heard on an HD digital radio, it could be rebroadcast on the FM translator and received by anyone with an FM radio in the limited area served by the translator station. 

The Commission did make clear, however, that a broadcaster cannot use another station owner's HD multicast channel and rebroadcast that on a translator if the broadcaster already owned the maximum number of stations allowed by the multiple ownership rules.  In other words, if a broadcaster is allowed by the multiple ownership rules to own 4 FM stations in a market, it could put a fifth (low power) FM signal in that market through the use of an FM translator rebroadcasting one of its own HD multicast signals.  However, if it had not itself converted its FM stations to digital so that it had its own multicast abilities, it could not do a time brokerage agreement and program the multicast signal of another broadcaster in town who had installed the digital equipment needed to do such multicasts.  An LMA or time brokerage agreement with another station for use of an HD multicast channel counts for multiple ownership purposes in the same way that such a programming agreement would if it provided for programming of a primary analog  FM station. 

This decision, together with the recent decision (summarized here) to allow AM stations to rebroadcast their signal on FM translators, opens the possibility of many more vibrant outlets for local expression from signals that otherwise have limited reach in communities where there are translators making such operations possible.  Watch for more broadcasters taking advantage of these opportunities in the future.

Music Makes Fine Art: The Craftwork of Quintron and Miss Pussycat

Any successful one-man band must have a knack for craftsmanship and New Orleans’ Quintron doesn’t disappoint. He owns an organ that is fitted with a ’70s-style Lincoln Continental grill and, as cool as that is, the natural inventor’s most famous creation is a patented, hand-built sound machine called the Drum Buddy, a light-activated analog synthesizer that is “played like a turntable,” Quintron says. It’s an instrument immensely popular with those in the know—just ask Laurie Anderson, Wilco’s Nels Cline or Atmosphere DJ Mr. Dibbs, all of whom own a version of the machine. The Drum Buddy debuted around 2000, and each new line has improved electronics tweaked by Quintron himself and possesses different components depending on available materials—the 2007 line’s cabinetry was made with sinker cypress, for example, which could be a hundred to a thousand years old.

Since 1994, Quintron has taken his otherworldly electric dance spectacle to many worldly places, like the Spellcaster Lodge (his underwater-themed club situated below his house in New Orleans’ 9th Ward), a tour across Europe, the Jenny Jones show and BBC Radio’s “Peel Sessions.” His next foray into cultured venues is “Parallel Universe: Quintron and Miss Pussycat Live at City Park,” a multimedia exhibit hosted at the New Orleans Museum of Art. There, his lover, partner, housemate and sometimes maraca player, Miss Pussycat, will premiere a new episode of her live-action puppet soap opera, Trixie and The Treetrunks, and curate an entire room representing her puppeteering career. Simultaneously, Quintron will spend five days a week for nearly three months as a temporary employee of the museum. His job? To record a brand new album from scratch and in front of the eyes of any who choose to watch. A public recording studio will be housed inside the gallery alongside a display of past versions of the Drum Buddy.

Filter met with Quintron and Miss Pussycat at the Spellcaster Lodge on a particularly cold New Orleans afternoon, where the couple talked about the beginnings of “Parallel Universe,” choosing portraits to line the walls of Quintron’s studio and the most awkward thing visitors might see during the open recording sessions.

Generationals Tour Blog: Day 9 and 10 then a Day Break! Yeah!

Entering week two of the Generationals tour, the band stopped by Ithaca and Rochester, New York for shows at Castaways and Bug Jar. Ted Joyner shares the details of a bonfire party, the Niagara Falls and his love for Vietnamese food. 

Ithaca NY - Drove in and stopped at Ithaca College radio station WICB and played a few songs. At the show that night there was group of kids who knew all the words to all our songs which was a lot of fun. We were called out for an encore and played "It Keeps You Up" (which we haven't played in a while but luckily remembered) and then closed it down with "Victoria", the Kinks. After the show I met a woman from Kitchener Waterloo, Ontario, which is where Strange Brew (one of my favorite movies) is set.  

We then went to a bar with our friend Reese and then ultimately ended up at a party at which there was an alarmingly large bonfire happening in the back yard. At some point late at night, I devoured a  huge calzone.

Rochester NY - We pulled up to the Bug Jar to find that our long time friend Laura lived RIGHT across the street from the club. Sam from Spinto Band came to the show that night and we talked about Legend of Zelda and czech animator Svankmajer. Laura told me about how Rochester became America's first boom town when the Erie Canal was built and also about how Andrew Jackson was a crazy racist. Laura is awesome and was a great host. The show that night went really well. The Bug Jar is a cozy little space and the sound was great.
