FCC Extends Deadline to September 30, 2011 for EAS Participants to Be Able to Receive CAP Formatted Alerts

At the urging of virtually the entire broadcast and cable industry, as well as the communications engineering community, the FCC today granted an extension of time for broadcasters and other EAS participants to come into compliance with the new CAP reception requirements - putting off the need for compliance until September 30, 2011.  CAP (the Common Alerting Protocol) is a new format to be used for collecting and distributing emergency communications alerts to all communications platforms.  The FCC, when it adopted CAP, mandated compliance within 180 days of the publication of technical standards for the CAP-formatted alerts by FEMA (the Federal Emergency Management Agency).  Those standards were published on September 30, 2010.  Immediately, questions arose about whether the entire communications industry could be ready to make the transition within that 180 day period (see our post here raising those questions after the FEMA adoption).

Specifically, there were questions about the ability of all the EAS participants being able to budget for the purchase of the equipment and to make those purchases and to then install the new equipment within the specified period.   But more fundamentally, there were questions of whether there was even equipment ready to be deployed, as there was an issue as to whether FEMA and the FCC had to first certify CAP-enabled equipment, before it could be sold.  Those questions remain unresolved.  In today's order, the FCC, while stating that it does not anticipate a further extension of the deadline, does state that it will initiate a rulemaking to determine if CAP equipment must be certified under Part 11 of the Commission's rules.  As part of that rulemaking, the Commission will seek comment on whether this extension is sufficient to give all EAS participants time to make the change.  As the FCC repeatedly states that it does not intend any further extensions of the deadline, don't count on more delays.  But watch this proceeding as, while the Commission states that they intend to complete the process before the new deadline, unanticipated delays could conceivably further extend the mandatory adoption date.

The very talented and lovely Danish electro pop singer/songwriter Oh Land came to New York for the 2010 CMJ. She also allowed a few people to film her for the day.

The clip features Oh Land during the day leading up to her performance at CMJ in October. The film was shot by "My World My Life" Experience films and was created by directory Mark Humphrey.

School Of Seven Bells Tour With Interpol, Release New Video

Dream-pop rockers School of Seven Bells are set to do a string of dates with heavy hitters Interpol. Along with this piece of news, SoSB have released a new video...and it creeps me out.

The video for "I L U" is centered on some puppets (or marionettes) getting "intimate" while a real couple is copying all of their moves. It scares me just a little.

Simian Mobile Disco, Sweetbread

Electro-maestros Simian Mobile Disco have spent 2010 creating and releasing Delicacies, a series of techno releases bearing the names of exotic delicacies discovered by members James Ford and Jas Shaw while on tour, now those releases will be combined into an album.

Smashing together hard beats and melodic techno rhythms, Delicacies is a two-disc album which will be released in November and will include a bonus mixed version recorded live in the studio.

The Get Up Kids, Regent’s Court

A few weeks ago we reported that The Get Up Kids have a new album on it's way alongside a supporting tour. Today the fellows have released a new track from There Are Rules.

The first thing you notice on "Regent's Court" is the effected vocals on frontman Matt Pryor, the added fuzz on the bass and the intertwining guitars that join forces and hook on to you on the chorus. For people who are just looking for a continuation of 1999’s Something To Write Home About may be disappointed at first but will quickly realize that the classic Get Up Kids energy is still there but has evolved into a more adventurous sound.

Dear Filter readers,

This piece is my first attempt at telling the world about my life and the road with my band, Jamaica.

DAY ONE

It's funny that I'm writing this first blog when I'm actually flying to Glasgow to meet two guys who are going to play with me this week end, though they're not part of Jamaica. Indeed, our original member Flo is currently healing his back at home in Paris and Dave, our drummer, had previous commitments that didn’t match with this little tour. Therefore, I'm meeting Guillaume de Maria and Julien Galner, filling in respectively on bass and drums. Those two guys are from Chateau Marmont, one of our favourite french band these days. They're both really talented musicians and must have companions on the road.

Julien's arms are as big as my thighs.




Guillaume is always thinking about enlighted musical théories. 

They're already in Glasgow with Peter, our sound engineer because I had to stay in Paris for our first national TV show ever, "Le Grand Journal" on Canal +.


We're playing at The Arches tonight. Under a new name I guess. It happens all the time, as this Stockholm airport photo proves it.



After an amazing and breathtaking soundcheck with Charlie the in house engineer whose accent is as Scottish as can be, we encounter Adrienne, a performer who entertains guests in the Arches restaurant. (S)he's really cool and we have a great time chatting and talking shop about show business and the menu.



Mehdi and Riton, aka Carte Blanche, make us the honour of joining us and when it's time to go on stage, we're happy they came since it seems our album has not reached the top of the charts in Scotland. Nevermind, this kind of ambiance is a good way to put up a good fight on stage and to rock the place anyway. After the gig, Riton calls me a "funny motherfucker" and I like it. We then follow Carte Blanche to their gig, where they as usual don't give a chance to the dancers to get any rest. It takes us 30 minutes to find the club they’re playing, though it stands literaly 10 meters away from our hotel but Scottish people are welcoming and we probably took too much advantage of their hospitality before breaking the gear and leaving the Arches.

Velocity-Sensitive Touch: Manta Meets Ableton Live, 7up

You’ve got fingers. Those fingers are incredibly sensitive and expressive with pressure, which can translate to music. Happily, touch panels and velocity sensitivity can coexist, as we saw yesterday.

There’s more where that came from. bar none points us, via Twitter, to work he’s doing with Ableton Live-controlling patch 7upLive and the Manta touch instrument (also mentioned yesterday).

Added Snyderphonics Manta support to SevenUpLive 2.0.x beta this weekend. The beauty here is that you get velocity sensitivity on the plates and SevenUp can use that in its pattern recorders. The Manta supports polyphonic-aftertouch as well which I plan to add to SevenUp later.

This jam was just a fast improv to show off. Everything in the track was sequenced and performed live with the Manta and SevenUpLive. Tracked to 2-track, no edits besides start and end fades.

For more touch action, Adam at CCRMA (the music research end of Stanford) has his own project using ribbon controllers. Picture below; see a detailed photoessay of the build. Nice work.

Joy Orbison’s Doldrums unleashes 002 and 003

Joy Orbison has been fairly quiet over the last few months, which must be quite refreshing for young producer. Since bursting on to the scene a little over a year ago, he has seen his infectious ‘Hyph Mngo’ heralded as the tune of the year by many tastemakers and interest in his particular brand of electronic music increase massively.

Now Joy Orbison is back with quite possibly one of the biggest tracks we have heard from him yet.

Cue Doldrums 002.

Orbison’s next release is the second on his own label Doldrums and sees a slight change of directions with a brace of tracks that are destined for dance-floor greatness.

‘BB’ comes straight of Detroit. It’s a percussive, rolling, Afro-tinged monster. In our opinion, anything that samples Tony Allen is only going to be amazing, and ‘BB’ is that. The flip side is ‘Ladywell’ is a deep Chicago house cut of the finest order. Littered with vocals, it is reminiscent of an older Orbison track but remains distinctly new in its direction.

No 2-step in sight, just basement-soul, house music which is soon to be followed by Doldrums 003. Arriving courtesy of Rinse FM stalwart and one of the best young DJ’s around – Braiden. The 12” called The Alps, also features an exclusive remix from rising techno star Kassem Mosse. Check out a snippet of ‘The Alps’ below.

Doldrums 002 and 003 are out now.
